CRICKET® SIGNS ON AS PRESENTING SPONSOR OF THE
2007-2008 DECLARE YOURSELF CAMPAIGN

Mobile Messaging Program will be at the Forefront of an Expansive Multi-Platform Awareness Campaign to Encourage First-Time Voter Participation in the 2008 Elections

LOS ANGELES (September 19, 2007) – Declare Yourself, the national nonpartisan, nonprofit youth voter initiative aimed at empowering and encouraging America’s 18-year-olds to register and vote in the 2008 primaries and general election, today announced Cricket Communications, Inc, a leading provider of unlimited wireless services, as the Presenting Sponsor of the 2007-2008 Declare Yourself campaign. Cricket’s sponsorship underscores Declare Yourself’s commitment to using cutting-edge technology to create awareness and participation among today’s youth in the voting process.

Cricket, a subsidiary of Leap Wireless International, Inc. [NASDAQ: LEAP], and the fastest growing wireless network in the country, will collaborate with Declare Yourself to create unique mobile and online content, and wireless applications for young people to engage in the democratic process via their handheld devices.

"Cricket is proud to partner with Declare Yourself and support a campaign that will have an impact on shaping America's future by engaging young people to vote," said T. Scott Edwards, senior vice president of marketing for Cricket. "Today’s youth live on their cell phones. It’s only natural that, through the latest mobile technology, we engage them and give them a louder voice in the civic life of our country."

In addition to promoting civic involvement through the latest technology, Cricket will sponsor Declare Yourself’s highly anticipated, star-studded signature event, "Hollywood Celebrates 18," which will take place at the U.S. Post Office in Beverly Hills on September 27, 2007. Cricket will also become the Presenting Sponsor of several initiatives and special events across the country for the 2007-2008 Declare Yourself campaign, as well as committing to register 100% of its eligible 2,280 total employees nationwide.

Declare Yourself and Cricket will also be creating unique mobile messaging campaigns with Telescope Inc. Telescope, Inc., a pioneer in mobile solutions and participation TV, will collaborate with the youth voter registration campaign to implement exclusive mobile and online content, ringtones, voicetones, “celebrity voice” ringbacks, wallpapers and other wireless applications to offer to cell phone users across the country.

This relationship with the mobile communications industry continues Declare Yourself’s mission of encouraging 18-year-olds to participate in the 2008 primaries and general election and emphasizes the importance of first-time voting. Research shows that getting a young person to register and vote at the age of 18 is the strongest predictor of lifelong voting behavior and civic commitment. To entice 18-year-olds to the polls in 2008, Declare Yourself has launched a multi-tiered platform utilizing mobile and online mediums that also leverage the star power of influential celebrity Friends and Advisory Board members.

"Mobile and internet technology will play an increasingly vital role in reaching and engaging young voters," said Marc Morgenstern, executive director of Declare Yourself. "We are extremely pleased that Cricket has joined Declare Yourself in getting young people to register to vote, discuss the issues that are most important to them, and ultimately to go to the polls."

Cricket, as the Presenting Sponsor of the campaign, joins an already impressive list of Declare Yourself partners such as Yahoo! (Premier Online Information Partner), MySpace (Premier Social Networking Partner), YouTube, Google, Evite, GoodSearch, Clear Channel, Comedy Central and American Eagle Outfitters. With their support, Declare Yourself is positioned to drive millions of young adults to its online voter registration tool and to the polls. Declare Yourself registered more than 1.2 million young people (ages 18 – 29) in the 2004 and 2006 elections.
